New report offers poor outlook for Highlands and Islands businesses

11 March 2025 • Sarah Medcraf

A report from Highlands and Islands Enterprise (HIE) reveals that economic confidence among some Scottish businesses has hit its lowest point in two years.

The Scottish Government Agency surveyed 1,013 companies across Highland, Moray, Argyll and Bute, as well as the Northern and Western Isles.

While most businesses reported stable or strong performance over the past six months, more than a quarter faced difficulties. The findings indicate that 55% of respondents lack confidence in Scotland’s economic outlook—the lowest level recorded since 58% expressed similar concerns in a survey conducted in late 2022.

Martin Johnson, HIE’s director strategy and regional economy, said: “Economic headwinds have become more challenging - understandably this appears to be affecting business decisions about investment and growth.

“It’s a real credit to our business community that they have continued to innovate and adapt to continuing economic challenges, even though this has affected confidence and in some cases performance.
