Creative partners needed to transform landmark Elgin building

Moray Council is inviting passionate and innovative partners to help transform the former M&Co building and Gordon Arms Hotel, in the heart of Elgin, into a vibrant cultural and commercial destination.

With investment from the UK Government’s Levelling Up Fund, this historic site will undergo a full refurbishment, breathing new life into the area and enhancing Elgin’s town centre.

The council is looking for a dedicated Creative Arts Partner to take on the upper floors of the building, formerly the Gordon Arms Hotel, and establish a dynamic arts facility. This space will showcase rotating exhibitions on changing themes, providing opportunities for both local and visiting artists. It will also create an engaging cultural experience for residents and visitors, while offering space for workshops, creative events and community engagement.

The ground floor will be transformed into a flexible hub featuring retail, hospitality and office units. With space for up to 12 pop-up units and adaptable office spaces, the project aims to support start-ups, small businesses and independent retailers. The vision is to create a dynamic mix of retail and food and drink offerings that will enhance the town centre and provide an exciting shopping experience for both locals and visitors.

Moray Council is open to proposals from a single organisation or a partnership of multiple operators who will collaborate closely with the design and build contractor. There may also be funding available to support the appointed partner(s) during the design and planning phase.

Moray Council will provide ongoing support throughout the refurbishment and operation phases.

Chair of Moray Council’s Economic Development and Infrastructure Services Committee, Cllr Marc Macrae, said: "This project represents a fantastic opportunity to revitalise a key site in Elgin’s town centre. By bringing together creative, retail and hospitality spaces, we want to create a dynamic destination that benefits residents and visitors while supporting local businesses. We’re keen to hear from innovative partners who share our vision and can help bring this exciting development to life."
